Primary Structural System Definition: http://www.leg.state.fl.us/statutes/index.cfm?App_mode=Display_Statute&URL=0600-0699/0627/Sections/0627.706.html 2023 Florida Building Code (FBC 8th Edition) Definitions: Primary Structural Frame: PRIMARY STRUCTURAL FRAME. The primary structural frame shall include all of the following structural members:1.The columns.2.Structural members having direct connections to the columns, including girders, beams, trusses and spandrels.3.Members of the floor construction and roof construction having direct connections to the columns.4.Bracing members that are essential to the vertical stability of the primary structural frame under gravity loading shall be considered part of the primary structural frame whether or not the bracing member carries gravity loads. 2023 Florida Building Code (FBC 8th Edition) Definitions: Substantial Structural Damage: https://codes.iccsafe.org/content/FLBC2023P1/chapter-2-definitions [BS] SUBSTANTIAL DAMAGE. Damage of any origin sustained by a structure whereby the cost of restoring the structure to its before-damaged condition would equal or exceed 50 percent of the market value of the structure before the damage occurred. [BS] SUBSTANTIAL IMPROVEMENT. Any repair, reconstruction, rehabilitation, alteration, addition or other improvement of a building or structure, the cost of which equals or exceeds 50 percent of the market value of the structure before the improvement or repair is started. If the structure has sustained substantial damage, any repairs are considered substantial improvement regardless of the actual repair work performed. The term does not, however, include either: 1.Any project for improvement of a building required to correct existing health, sanitary or safety code violations identified by the building official and that is the minimum necessary to assure safe living conditions. 2.Any alteration of a historic structure provided that the alteration will not preclude the structure’s continued designation as a historic structure. [BS] SUBSTANTIAL STRUCTURAL DAMAGE. A condition where one or both of the following apply: 1.The vertical elements of the lateral force-resisting system have suffered damage such that the lateral loadcarrying capacity of any story in any horizontal direction has been reduced by more than 33 percent from its predamage condition. 2.The capacity of any vertical component carrying gravity load, or any group of such components, that has a tributary area more than 30 percent of the total area of the structure’s floors and roofs has been reduced more than 20 percent from its predamage condition and the remaining capacity of such affected elements, with respect to all dead and live loads, is less than 75 percent of that required by this code for new buildings of similar structure, purpose and location. Definition of Coastline per Florida Statures 376.031: https://www.flsenate.gov/Laws/Statutes/2021/376.031 (4) “Coastline” means the line of mean low water along the portion of the coast that is in direct contact with the open sea and the line marking the seaward limit of inland waters, as determined under the Convention on Territorial Seas and the Contiguous Zone, 15 U.S.T.
